Guidelines

Before proceeding with your application please read the Community Celebration Events Sponsorship Programme Guidelines 2025. The guidelines includes essential information regarding eligibility, application and assessment requirements. 

Please note that applications are for events taking place in the calendar years 2026, 2027, and 2028 and will close at 5 PM on Monday, 29 September 2025.

The event must have been run for a minimum of two years.

Regional Event Strategy 2025-2027

Over the next three years, Council and Fraser Coast Tourism & Events – working with our event delivery partners – will continue to build foundations and innovative frameworks to elevate the Frsaer Coast region into a competitive and leading events destination.

This strategy provides the working framework outlining event styles, funding programmes, key performance indicators and the projects to be undertaken by Council, as we showcase the Fraser Coast region to the world through the event and liveability lens.

Program Objectives

Assessment

Proposals will be assessed against following criteria:

  • Enhanced liveability of the region:
    • grow the local economy through a strong buy local ethos,
    • increase entertainment/activity options throughout the region,
    • activate and create vibrant public spaces,
    • increase community engagement and attendance with events,
  • Engagement with local organisations or individuals which increases expertise and experience (growth in ‘local capacity and capability');
  • Demonstrate commitment to inclusive and accessible events;
  • Demonstrate environmentally sustainable event practices;
  • Demonstrate a strong commitment to the sustainability and growth of the event;
  • Key performance indicators outlined in the Community Celebration Fund section of the Regional Event Strategy 2025 -2027.

Key considerations

  • It is important that the application clearly shows that it will meet most, if not all of the above measures, and these will be addressed through a series of specialised questions throughout the form. 
  • Be as accurate as possible with the information and estimates provided for this application, as proof of the information supplied is required, alongside funding acknowledgment to acquit the agreement.
  • Events with participant registrations, or that are ticketed, can ask relevant questions at the point of registration or sale of tickets. For non-ticketed events, volunteers or staff might run a survey of visitors during the event.

Application preparation

You will require certain information to complete this application. Please have the following prepared to upload with your application:

  • Latest Audited Financial Statement or Balance Sheet that is provided to Office of Fair Trading;
  • Bank Statement identifying bank account details;
  • Ensure you have a complete event budget ready to upload, this should include income, expenses, sponsorship, value-in-kind and volunteers clearly outlined.   • Evidence of approval from Management Committee.  Applications over $5,000 require a copy of minutes of management committee meeting approving an application or flying minute of executive approving an application.

Acquittal reporting

If your application is successful, the participants/visitors/support staff estimates you provided may be used as a basis to set agreed goals in the sponsorship contract. You must demonstrate that you have met those Attendance Performance Indicators in your Acquittal Report following the event. The estimates in this application will be contrasted with the actual numbers supplied in your Acquittal Report.

The impact of every event sponsored by Council is considered carefully during the assessment of each proposal. Event organisers are urged to plan carefully how they will collect the data requested and consider what resources they will need.

As you answered 'yes' to one or both of the questions above you may not be eligible for funding.

To be eligible the applicant (organisation) must meet the following criteria:

  • have read and understood the Community Celebration Events Sponsorship Programme Guidelines 2025;
  • is based within the Fraser Coast local government area;
  • is a legal not-for-profit entity (complying with all incorporated requirements of the Queensland and Australian Government as at the closing date of this sponsorship programme) OR a non-incorporated community group that is supported by a not-for-profit auspice organisation;
  • has appropriate insurances;
  • has met acquittal conditions for any previous Council funding;
  • has no debt to Council outside standard trading terms, or has entered into scheduled payment arrangements with Council that is being adhered to;
  • demonstrated previous success in running the event for a minimum of two years.

Non-eligible events

Events of the following nature are not eligible for sponsorship or value-in-kind:

  • for activities or services run solely for fundraising or charitable purposes – excluding requests for value-in-kind support that have a demonstrated broad community benefit;
  • made by an entity that has debt to Council that is outside the standard trading terms or has not entered into scheduled payment arrangements with Council that are being adhered to;
  • that have already secured funding from the Council for the event through a different programme (excluding Regional Arts Development Fund), are not eligible to apply for this funding. 

Non-eligible funding

The following expenses are not eligible to be funded:

  • core operational funding costs
  • activities undertaken or committed to purchase before the organisation is notified in writing their application is successful; and the sponsorship agreement is executed;
  • repayment of debts and loans;
  • overseas travel costs;
  • consumables including catering;
  • purchase of goods or services that benefit an individual or small, targeted group in the community;
  • purchase of alcohol;
  • organisations who hold commercial liquor or gaming licenses;
  • purchase of fireworks;
  • projects or activities that provide an ongoing financial or value-in-kind commitment for Fraser Coast Regional Council unless agreed to by Council. (e.g. ongoing and regular maintenance of equipment, grounds works or structures located on council-owned property);
  • gifts or prizes in the form of cash, gift cards or goods and services;
  • fundraising and third party donations;
  • grant writer fees and associated costs.

Please note: the Council, at their discretion, can consider flexibility based on overall benefit to the region.
